Using a thin serrated knife, gently saw around the tips of four sugar cones to create 2-inch 'horns' for garnish. Place the remaining cone sections in a plastic bag and crush them into small pieces.

Place the jars you intend to use onto parchment paper and trace 12 circles around the bottom with a pencil. Flip the paper over so the chocolate won't touch the pencil lead.

Place all but 2 tablespoons of the chocolate chips in a bowl and microwave until fully melted and fluid. Stir in the reserved unmelted chips and continue stirring until smooth to quick-temper the chocolate.

Spoon a teaspoon of melted chocolate into the center of each parchment circle and spread thin. Top four of the circles with the cone 'horns' and sprinkle all 12 generously with chopped peanuts. Mix any remaining melted chocolate into the crushed cone pieces and spread them on parchment to harden.

Once the chocolate components have hardened, begin assembly in chilled jars. Layer vanilla ice cream, a spoonful of chocolate-coated cone crumbs, and a chocolate-peanut wafer, pressing down firmly to pack the layers.
